400 is on the upper division level. However, a freshman can take a 300 level course, such as IBM 301 - general ed marketing course for business majors. I remember taking a EWS 410 class with a buddy when I was in my early second year.
I wouldn't recommend a 1st and 2nd year student to take a 400 course and your advisor might not approve it also.

Some of my upper divison GE courses were at the 300 level. However for the core courses, many students consider the 400s to be in the upper divison.

Is it true the 100s represent freshmen courses, 200 soph, 300 junior, 400+ senior?

Would've been easier for everyone if the numbers represented in such way but who knows why the university changed the system. Freshmen can take course 200 and 300 without any prerequisites.

Is good to avoid upper level courses during the early years in college.
I made a mistake and regret taking an upper division course without much knowledge.
