I also had to go through the late registration and somehow managed to get the classes I needed.
Usually on the second, third, and fourth day of classes, lot of new slots get opened and closed due to students organizing their class schedules.

16 units is the max a student can take per quarter. But maybe a Honor student can take more, I don't know.
