Yes, you would need to complete GE course to transfer to a UC. But due to the CA budget cut, it will be difficult to transfer to either Cal State or a UC.
Your best bet is to e-mail the admission office of your preferred university.

are you already at a CSU? if you are NOT i recommend you go to a community college and then transfer...your chances are SIGNIFICANTLY higher...it's much more difficult to transfer from a "4-year" university to another university...you'll need EXCELLENT grades (4.0 gpa) and admissions to upper level UCs such as (UCB, UCLA) are still unlikely...

Is there a particular UC you really want to transfer into?
As krk230 stated, upper level UCs will be difficult while UCR might not be too difficult. But keep in mind that due to the CA budget cuts, admissions is not what it use to be two-three years ago.

I'm already at a CSU but I decided to change my major though. Right now I'm doing well with all my courses. I want to know if the GE courses at CSU furfill the UC requirement and the college that I want to go to is UCI since it is close to my house.
