As I recall (it may be a bit flawed - but I'll post it any way) Prop 68, if passed, will give indian casinos that option of paying 25 percent dues on their earnings. If they decide not to, the state has the public's approval to rezone and rewrite California laws to allow private casinos.

Now, one of the things I don't particularly feel comfortable about is the fact that Indian reservations are supposed to be sovreign entities and I question whether or not if they are subject to taxation. Do they get to vote in state elections? I'm not schooled in the letter of the law when it comes to how sovereign Indian states are.

I can say, currently, tribes have been signing contracts with the governator pledging anywhere from 4-7 percent of their profits voluntarily. The leap to 25 percent seems a bit durastic, although it's pretty standard in other states. I can see maybe imposing a small fee or the like to pay for road maintainence to and from Indian casinos - as they tend to be out in back country 2 lane roads (or at least in San Diego). But I don't see the obligation Indians have to pay the state a dime.

I will be voting No.

If non-tribal casinos are allowed to operate, they will compete with tribal casinos. As a result money will be able to be earned for the state.

True - but I don't like casinos in the first place. I just don't feel that California has the right to legislate indian reservations - that's the responsibility to the Bureau of Indian Affairs from my understanding of the government. I also don't like the idea that the supporters of prop 68 are solely those who stand to make a substantial monatary gain.

But to promote competition, California does not need to do anything directly to the natives. All California needs to do is allow competitors to run their businesses in the state.

james, i am leaning toward no as well but how do you let just one group pay no taxes? are these tribes benefitting from county, state and federal services from schools to welfare to public safety to dozens of other examples? yet they refuse to pay their fair share? this makes no sense. yes, the white man was not nice to the red man or the black man centuries ago. but we are talking fairness now. do you james pay double in taxes to make up for tribes who pay nothing for things like our state universities? even five tribes in california have voluntarily agreed to sign a pact with the guv to contribute the standard 25 per cent.

What is illogical? The gamblers that throw their money away on sucker bets, while expecting to win, are idiots. But many people gamble for entertainment purposes.

I know....I have fallen aswell to lose my money...I was ticked off too...But thats life huh steve.

Churches (for the most part i hope) are NON-Profit and are there to serve the community in a positive light to help the poor or the low in spirit....

Casinos are there as a business and your right they do make people happy but come one tell this....

I don't know, I would have to first look at the statistics. Religion has caused tragedies such as the World Trade Center's destruction. Many police were called to that place.

No, No, No, I'm taking Churchs here in American as PHYSICAL BUILDINGS don't be a smartass about it steve come one....

Casinos because look fights do break out and robbery fdoes happen, people have a little to much to drink and one thing leads to another and BAAMMM 1 second your having fun the next your in handcuffs from the police cause your going crazy cause you had a little to much to drink.....

I'll change my analogy then. I don't like the results of drinking, but I don't want to ban it. The Prohibition showed what can happen when drinking is banned.
