I guess your point is sugar is sugar and doesn't need to be broken down. So of course it will be absorbed into the blood stream more quickly. Sugar will thus make your blood glucose shoot up more quickly. However the comparative slice of white bread will cause your blood glucose to shoot up higher. The whole grain slice will take even longer to digest because it has to get through the fiber.
Why would white bread cause one's blood glucose level to rise to a higher leven than sugar? You are comparing sugar and bread of the same mass, correct?

Because carbs are a high concentration of stored sugar. Given the same mass of sugar and bread, the bread will yield more glucose after it is converted. It's like a release of energy, of sorts, though I don't mean literally.
