ucsd is totally hot and in many programs ahead of ucla. they are becoming THE public school in the west. very hard to get an admit there...who wouldn't want la jolla?
as for csula and the previous post every ranking i have seen, about eight, all rank csula anywhere between 9th and 16th in the 23 campus system. okay, maybe not on bottom but not so hot either. after slo (first) and pomona (second) the other top tier csu's are chico, sonoma and the maritime academy. none of those in the south.
