Pursuing a campus radio station via the internet should be more cost efficient and an easier process than actually getting on the FM (no idea on how to get a FM) radio.
You need to find several DJs that can rotate and play at a scheduled time, find interesting programs (contests, live talk, share campus announcements, and etc.) and music collections to play on the radio. Know ahead of time on what topics the DJ will discuss. Advertise on campus either through the ASI or another campus clubs and organizations (fraternity and sorority).

xiaoxue, are you interested in getting the DJ position or you just to listen to the campus radio station?
