| That's what I understood too, and it makes sense to me. Upper division community college students are about to finish all that their college has to offer, and have nowhere to go after that, so they HAVE to transfer to a 4-year university to continue on to their degree. Students already at a 4-year university won't be so out of luck if they dont get in. They are at least already in a university and can continue on with some 4-year program should their transfer be rejected. This is probably why community college students get priority. |
