| As I recall (it may be a bit flawed - but I'll post it any way) Prop 68, if passed, will give indian casinos that option of paying 25 percent dues on their earnings. If they decide not to, the state has the public's approval to rezone and rewrite California laws to allow private casinos.
Now, one of the things I don't particularly feel comfortable about is the fact that Indian reservations are supposed to be sovreign entities and I question whether or not if they are subject to taxation. Do they get to vote in state elections? I'm not schooled in the letter of the law when it comes to how sovereign Indian states are.
I can say, currently, tribes have been signing contracts with the governator pledging anywhere from 4-7 percent of their profits voluntarily. The leap to 25 percent seems a bit durastic, although it's pretty standard in other states. I can see maybe imposing a small fee or the like to pay for road maintainence to and from Indian casinos - as they tend to be out in back country 2 lane roads (or at least in San Diego). But I don't see the obligation Indians have to pay the state a dime.
I will be voting No.
