If it has nothing to do with it, then why is it even mentioned in the proposition's description? From what I understand, if this prop passes, they'll have 90 days to get all the tribes to agree to "contribute" 25% to the state fund. If that doesn't happen, then the casinos have the green light to be built. I personally find 90 days to be laughable since it takes months for any government action to get moving.
Is that the point you're making then? That the attempt to get tribes to pay this percentage is just for show?
