I have never received one, but I was told during my "Welcome to Cal Poly" orientation that they will in fact waive one ticket per quarter since they know "sometimes you are in a hurry and forget the decal..."
That is nice of them
Maybe you should try talking to them again, and ask them about what I stated above?
