Cal Poly San Luis Obispo is better. I would choose SLO over Pomona. The tuition is the same for both universities. The housing and food fees might be a little different.
SLO might help you find jobs easier after graduation if you're an Electrical Engineering major but I don't have the statistical number to prove that.
It should not be difficult to get into Cal Poly Pomona if your grades and the courses you've taken reflects great performance in your part.
