To answer your original question; Class registration is an odd thing - most of the time you will have some difficulty with all classes, but some classes will be really hard to get. You'll understand the reasons why in time, there are too many causes to list.
Solutions:
One Option: See if you qualify for the 4 year pledge, this will give you priority registration till you graduate.
Second Option: Learn how to use the "Open Classes" feature on gradecalpoly.com, this feature is ~80% successful at noticing when classes open for a few minutes/hours due to a student dropping/changing classes. It will send an e-mail or cell phone text message to the student. This has done a good job of saving my education, without it some quarters i'd only have 8 units instead of 16.
