Best of luck trying to get the engineering people to give you any straight answers. lol I was told once that I need to have a 3.5 and once a 2.5. So confusing! basically, apply. At worst, you wasted the 55 bucks. Life goes on after you get denied admission. You can always work your hardest after and try again. As corny as it sounds, do your best work and then you can apply in full confidence. If you're not accepted, they don't deserve you.
